A favourable context
Because they account for between 10% and 15% of European GDP, public contracts constitute a powerful lever to orient corporate practices, notably with respect to the environment and social progress.
Since the Rio de Janeiro Conference in 1992 (and the creation of Agenda 21), a favourable legal context has gradually developed in Europe, leading to the possibility of integrating sustainable development criteria in public contracts.
In France, the National Action Plan for Sustainable Public Procurement (2007) fixed initial objectives regarding the responsible consumption of wood and paper, which were reinforced by the undertakings of the Environment Round Table (Grenelle de l’Environnement) :
"[The Government’s objective] between now and 2012 is to achieve a 50% reduction in paper consumption by its departments. By 2012, only recycled paper – or paper obtained from sustainably-managed forests – will be used" (White Paper relative to implementing the results of the Environment Round Table, Title IV, Article 42, line c).
"[The Government’s objective] as from 2010 is to only purchase wood that is certified or sourced from sustainably-managed forests." (White Paper relative to implementing the results of the Environment Round Table, Title IV, Article 42, line b).
Numerous European countries have implemented responsible public procurement policies concerning wood, the requirements of which vary. The challenge is now to harmonise these policies, and for NGOs to ensure that this harmonisation will start at the top, based on the most ambitious examples.
Objective
The aim of this symposium is to discuss operational implementation of the commitments made during the Environment Round Table and to set them in a European context.
This symposium is being organised to provide a forum for the maximum exchange of experiences.
Target audience
Procurement and/or sustainable development managers from central and local government bodies.
Other stakeholders concerned by the responsible purchasing and consumption of wood and paper (representatives from the wood industry, certification authorities, NGOs, etc.).
